I would like to update you on a number of issues relating to the neighborhoods of the city center; (the letter has been edited).
Summary of the Discussion and Planning and Zoning regarding, Mahane Yehuda Market
On behalf of the Community Council, I would like to thank all the residents and merchants who came to the last meeting. A series of objections against the plan were introduced, mainly related to anticipated traffic congestion, to the endangerment and damage to century-old buildings. Many residents joined this opposition, namely, representatives of traders and other entities that together presented objections to the program which they claimed would affect the complex market environment.
In my opinion, (Offir Lang) it will not be possible to implement the program at least not in its current form. I will continue to update when decisions will be made on the subject.
Upgrading football Street Shirizali
We are pleased to announce that this week a football field upgrade on Shirizali street for the welfare of residents and youth in the neighborhood will open. The project was part of work programs of our Community Administration Carmei Ha”Ir in cooperation with the Jerusalem Municipality Sports Department. The renovation was carried out after months in which we’ve put pressure on the municipality to transfer funds to upgrade the facility. As part of the renovation, the facilities are refreshed, replacing the grass and hedge. The field will be providing recreational and welfare opportunities for the residents of the neighborhood, Hours of operation and maintenance of the place will continue to be under Lev Ha’ir Community Administration. Residents are invited to contact us at any time about other upgrades to facilities in the neighborhood.
Parking and Enforcement
In the past year, we advanced a new parking arrangement in the heart of the city.
Planned is the opening of parking garages at a nominal price in the evening for visitors to the area and regulating loading and unloading. To effectively implement these agreements and to provide a solution to the parking problem for residents living in the area, we have promoted broad enforcement during the evening and night in the streets where the signs indicate residents only parking areas. There is a rising demand for parking and it should be a municipal policy to create the right balance.
Municipal inspectors began last January to strengthen enforcement in resident only parking areas in the evening and overnight. This effort has been strengthened. Also expected to take place are efforts to promote solutions to alleviate the shortage of parking in the area.
Community Mediation Services Administration Centrum
Annoying neighbor? Local business oppressive and harmful? Lev Ha’ir Community Administration in cooperation with Mosaica Alternative Dispute Resolution, invite the residents of the city center and business owners use community mediation services to resolve interpersonal issues and those related to the fabric of urban life. The mediation process will take place discreetly to an experienced negotiator accompanied by a supportive community to achieve voluntary agreements between the parties. An absorption center for new immigrants

5 INGREDIENT VEGAN GLUTEN FREE COOKIES
Simple, 5 ingredient V + GF cookies that are healthy, simple and delicious.

Serves: 2 dozen
1 cup Dates, tightly packed, (soaked for 10 minutes in warm water and then drained)
1 medium ripe banana + 1/2 cup condensed soy milk
2 Tbsp all natural, salted almond butter or peanut butter
3/4 cup almond meal (ground from raw almonds)
3/4 cup gluten free rolled oats
Optional add-ins: dried fruit, dairy-free chocolate chips, flaxseed, seeds, nuts
Add dates to a food processor and pulse until small bits remain.
Add banana and almond butter and mix again until combined, scraping down the sides as needed.
Next add the almond meal and rolled oats and pulse until a loose dough is formed. It will be kind of wet and sticky. That’s OK! You’re on the right track.
Scrape your dough into a mixing bowl. If it feels too wet to the touch to form into cookies, add another few Tbsp of almond meal and/or oats and stir. I added another few tablespoons of each until I was able to form them into cookies without them sticking to my hands.
At this point, you can add in 1/4 cup of your mix-in of choice, such as dairy-free dark chocolate chips, raisins or nuts. Then chill dough for 10 minutes and preheat oven to 350 degrees F.
Scoop out 1 Tbsp amounts of your cookie dough and form into loose discs, then arrange on a parchment lined baking sheet. They won’t expand so pack them closer together (but not touching).
Bake for 15-18 minutes or until golden brown and somewhat firm to the touch. The good thing about these cookies is a little under-baked is OK since there’s no eggs and they’ll ultimately just be a little more moist.
Remove and let set for a few minutes on the pan, then carefully transfer to a plate or cooling rack to cool. Serve immediately.
Store leftovers in an airtight container for several days. Move to the fridge or freezer for longer term storage.
